Each pair of shoes are 10 (so one shoe is 5)
The person is 5
The whistle (singular) is 2

5 + 5 x 2 = 20.

I know I am still waking up, but I can't see how it's wrong.

The first line is...

a pair of shoes + a pair of shoes + a pair of shoes = 30

So a pair of shoes must equal 10 - therefore one shoe is 5

The second line is...

a pair of shoes + a man + a man = 20
We know that a pair of shoes is 10, and that leaves 10 for both men - therefore one man must equal 5

------------
The third line is...

A man + a pair of whistles + a pair of whistles = 13
We know the man is 5, so we take 5 from 13 to leave 8. That's 4 for each PAIR of whistles.


The sum is
ONE shoe + one man MULTIPLY by ONE whistle.

One shoe is 5
One man is 5
One whistle is 2.

5 + 5 =10 x 2 = 20.

I know my answer is wrong. I can't remember the acronym but multiplication takes precedence over addition, that is, multiplication takes place first and the result is added to the first factor.

I won't ruin it for others. I will PM you the answer.
