Seed does look a bit iffy, have you tried keeping it warm?
I've had almost 100% germination rate wrapping in a paper towel/ziplock baggie and setting on top of my water heater

We all love a 100% germ rate but as in life it does not happen unfortunately.
Life is like a box of chocolates. You never know what you're gonna get.
