If your leaves have a bit of colour (green) in then if you give right amount of ferts they should green back up but full on yellow leaves will never green back up. So long as suimmink else isn't cause of your problem you should notice a difference a within a week or two as leaves darken and turn back green.
Plants shouldn't be yellowing and should be well green on 2.5ml a litre and above especially of Canna A&B which has lots of N in comparison to many other brands. i mean dont sweat giving 3ml a litre when plants in bloom full size for a few weeks or more.
What i meant is it might be a slower process greening them up in bloom than it would be in veg cus plant isn't using as much N, so its a case of you may find it harder to green them up fully no matter what dose your giving cus plant will only take up what it needs at that time no matter what feed strength is you give where as in veg they use shit loads more N so plant will uptake it in abundance so they will green up much quicker. Longer they go into bloom plants also start to slow down on fert uptake as well, say from mid bloom onwards or their about. But generally plants only turn pale from underferting when theirs not enough N in your medium for them to uptake and lots of time when this happens you see growers slinging calmag at them when its just a simple fix of upping ferts.

At week 9 from seed...she doesn't seem to be fattening up...maybe there is an issue with lockout of some form..

She's a leggy girl. She does look to have stalled somehow. Just keep running her, in reality autos only have a flowering time of around 6 weeks from the point they go into true flower. The pistils are all still white from what I can see, so if she starts to pack on weight it won't take her long to bulk out.

Or she's currently overfed and locked out
I don't know at this stage. This is the risk with autos. I haven't ran many of them. The yellowing hasn't seem to got any worse so I'm inclined to think it hasn't locked out.
She is a sativa dom so might naturally take a bit longer. Pistols are all still white apart from less than 1% where you can start to see some orange creeping up.
Week 5 is when I saw pistols appearing. We are now into week 10.
