After talking to @GHO I'm about to try something other than my normal method of getting cal mag into plants. I believe his issue @GHO is the size of the particles and heavy elements in his part of the country. Ihad it in that part of the country. What worked was using a product which made the micro nutrients and larger particles available to the plant. In laymans the heavier elements and micro nutes were clogging up in the upper layers. I used a product designed to break them down and make them more accessible to the plants and it worked a treat.
After our discussion do you think the Fulvic as a drench feed, not foliar would help with the above issues.

Quite possibly but I think if it's a bioavailability problem in the soil (everything is there but the plant can't get at it) you've several potential issues. Assuming it's a 'living' setup is the microbe community intact? Humic and fulvic are very similar but humic should make nutrients more available in the soil, fulvic enable those nutrients to move through the plant, and re-establishing microbial activity will also improve availability and uptake. Have you tested for pH issues, as that will also inhibit nutrient availability?
