Well generally yes cus when you flip cuts they are usually adults or lets say sexually mature cuts and tend to flower quite a bit faster than a seed which when flipped lots of the time isn't so mature.
So lets say you flip a seed thats 4 or 5 weeks old and its not showing any hairs or pistils i think correct wording is, well you gotta wait for that to mature so usually it will take around 3 weeks to see decent pom-pom buds unlike flipping a sexually mature cutting which tends to go for it from flip and you should be seeing pom-poms around a week earlier so around 2 weeks or so give or take on both scenarios.
