So a pair of shoes must equal 10 - therefore one shoe is 5

We know that a pair of shoes is 10, and that leaves 10 for both men - therefore one man must equal 5

The third line is...
A man + a pair of whistles + a pair of whistles = 13
We know the man is 5, so we take 5 from 13 to leave 8. That's 4 for each PAIR of whistles.
The sum is
ONE shoe + one man MULTIPLY by ONE whistle.
One shoe is 5
One man is 5
One whistle is 2.
5 + 5 =10 x 2 = 20.
